I cloned disks for years and it usually works well.
Today I am getting this error:
This restore must be completed in the Windows PE rescue environment.
I don't want to do a restore, I just want to clone Disk C to another disk.

This usually means that you are trying to overwrite a partition on the destination drive that is involved in booting your PC. Doing so may render the PC unbootable. A screenshot of Disk Management nay help determine which partition that may be.

In Reflect, click the "Other Tasks" then "Create Rescue Media" menu options and it will guide you.
I'd recommend though running the "Fix VSS Problems" option first. Assuming you are trying to copy C (not restore something onto it) then Macrium depends on VSS to make a snapshot so it can make a backup in a consistent state while you continue to use Windows. That sounds like your problem to me.
If you make a boot entry (and then boot to it) you run Reflect in RAM in the PE environment which will bypass any locks on your disk that normally running Windows makes (because Windows isn't running). In this case Reflect doesn't use VSS but it is slightly inconvenient to reboot to make an image of your disk when VSS definitely should work.
I am thinking if I should try to format the clone disk and then try to write to it.
Sorry, but need to ask again. If this has always worked in the past, are you currently booted to "Win 10 2" by any chance? The message seems to indicate the "Win 10 2" is currently active as the OS, and telling you it can't overwrite an active OS, and needs the standalone Recovery Environment to complete. Just asking......
That is a logical question.
Here the system is booted into the m1irror (clone) disk, see how it looks different. Just to be perfectly sure, before the reboot, I changed the background of the disk1 image and upon boot into the disk2 image, it still has the old wallpaper, which means it really is another disk.
C: has shifted from disk2 to disk3
