Cannot configure system protection nor create restore point

I have Windows 10 Home (10.0.11734) on my PC, having upgraded from Windows 7. Everything is working o.k. except that I cannot create restore points, cannot configure system protection and have been unable to make an image backup. When I try to access the System Protection tab in Control Panel - System Properties, I get an 0x81000203 error and it says 'searching' under available drives, but never finds anything. Configure Settings and Create Restorepoint buttons are greyed out. I have run DISM and SFC Scannow which found no errors. VSSAdmin finds no volumes and no shadow storage. Attempts to allocate shadow storage via vssadmin resize shadowstorage fail.

Any help would be hugely appreciated.

System restore & VSS -no solution works

    Dear Dalchina,
Thanks for swift suggestsions. Unfortunately none of them work:
    * KB3176934 isn't listed on my system, probably because it is older than my current windows install (July 2018)
    * Check the Volume Shadow Copy service, start and make automatic. Done. Error still recurs
    * Open elevated command prompt and edit registry. The key HKLM\SOFTWARE\Policies\Microsoft\Windows NT\SystemRestore doesn't exist in my registry. Moved on to the other actions. schtasks succeeded. But vssadmin resize shadowstorage produced "Error: The shadow copy provider had an error. Please see the system and application event logs for more information."
The application event log states: "
    DeviceIoControl(\\?\Volume{c0842d7a-d86f-11dd-849b-806e6f6e6963} - 0000000000000218,0x00530024,0000000000000000,0,0000022C3500A0E0,4096,[0])
    0x80070001, Incorrect function. "
An earlier application event for VSS states: "Volume Shadow Copy Service error: Error calling a routine on a Shadow Copy Provider {b5946137-7b9f-4925-af80-51abd60b20d5}. Routine details IVssSnapshotProvider::IsVolumeSupported() failed with 0x8000ffff [hr = 0x8000ffff, Catastrophic failure
    ]. "
There were no relevant messages in the System Log.

    * Enable tune-up protection: I don't have Tuneup utilities on my PC

So, sadly I'm no further forward.

System protection, Restore Point and VSS error solved

I found a solution which has fixed the problem for me:
The solution is described at: Kaspersky remover may triggers VSS error 0x81000203 | Borns Tech and Windows World
    and at: https://rjcuk.blogspot.com/2016/09/k...-tool-bug.html

I'm not sure if I had ever used the Kaspersky removal tool on my PC. However, editing the registry key as described below has fixed the problem. VSSAdmin now works normally and can list and resize Volumes; the System Protection tab of System Properties now opens without error, finds and reports the protected volumes and I can create a RestorePoint.

I don't understand it all, but hey, it works!

There is a single registry key which needs changing:
    Windows Registry Editor Version 5.00

    [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{71a27cdd-812a-11d0-bec7-08002be2092f}]
    "UpperFilters"=hex(7):76,00,6f,00,6c,00,73,00,6e,00,61,00,70,00,00,00,00,00
