...on the next run, only new files or ones that have changed will be copied. Be very careful though, a few wrong option choices and Robocopy can delete files too./M :: copy only files with the Archive attribute and reset it.
Xcopy is an older less powerful command, but also has the /M option.

Freefilesync is not part of Windows. It's a separate downloadable free program.
Apparently it has some command line options once installed.
Did you download and install it?
