Well yes, and you can get them in different sizes from small to huge the main reason I use APC Backup I use a smaller one 450 VA for travel with my notebook. is power quality power can surge 20 or more volts, either way, These UPS will kick in and supply clean power if the power surges up or down protecting my expensive equipment. The UPS I linked in the 450VA model is very light for portability these are a new design using new battery technology making them lighter than lead-acid batteries.
There are great differences is UPS's between brands and between models I don't use any high-quality electronics without one that includes my entire AV Center including 52" monitor DVD BD Directv all protected by a 1600 VA UPS covers most brownouts and power drops give me plenty of time to shut down my equipment should there be an extended power outage.
All USB 3.0 Hubs will require a power supply to run multiple devices there designed to use the power supplied by the computer they're connected to and make up any needed power from the power supply.
There are USB 3.0 hubs that don't have power supplies they won't work for much more than keyboard and mouse and small thumb drive that's all there designed to do.
