Used to be also able to restore from safe mode but doesn't work in last Skippy build. You could try it from safe mode if you are on standard build.

System Restore does not work in Safe mode on standard 1803, too.
But this not the point when it happens even after a clean install...I think.

When you update only old restore points are deleted but in the past System Restore itself worked from safe mode, you could make a restore point and restore it too. Looks like they seriously depreciating that feature, it was never terribly useful anyway.

That's true. But if you had to choose between a 3-5 minutes solution (System Restore) and a 15-30 or more min. (restore from backup) solution what would you do?

I used it mostly for problems with drivers or some (limited) settings. If a driver doesn't work in normal mode, going to Safe mode and restoring from there was fastest solution.

If you are prepare to buy a Macrium Reflect Home licence, it has an awesome feature called Rapid Delta Restore whereby it restores backup images by difference rather than restoring whole image. Couple this with regular or scheduled incremental image backups and you have a faster and more reliable rollback system. Not only that, you can roll foward again without having to manually reinstall programs unlike using system restore.

Typically, it takes only 2 minutes to wind back a couple of days, amd always works.

I turn off system restore now.
