    ...As this error occurs when booting from the install media made by the MCT it is almost certainly an inherent fault in the 32-bit version of 1803 as released.

    The new media made by the MCT installs the base build 17134.112. Unfortunately after using this new 1803 media to do a clean install of x86 1803, making a system image still fails with either the 0x800706BA RPC error or 'None of the items included in backup were backed up. (0x80780049)'. I would expect that booting from the media can't restore a system image either (though I didn't bother to test that).

    Here is the fix.
    Windows 10 Insider Preview Build 17711
    We fixed an issue where creating a system image from backup and restore in control panel would fail on x86 machines.

    Wecome to TenForums @benhase and thank you for the heads-up. Hopefully now that MS have (finally) acknowledged that the problem exists, this fix will trickle down into a cumulative update for 1803 some time soon.

    I see you also posted it on this TechNet thread The backup failed. The RPC server is unavailable (0x800706BA)

    Hi All,
    I copied the wbengine.exe file from a previous 1709 installation (Image Backup) on the same machine, into the system32 folder on the 1803 installation, and retried to create a system image. Now I'm getting this error message:

    One of the volume specified for backup is invalid because it is either not on a fixed drive, is not formatted NTFS/ReFS, or is read only. To conevert the file system on a volume fra FAT32 to NTFS, at an elevated prompt type: CONVERT <volumeletter> /FS:NTFS (0x807011D)

    Obviously, nothing in this error messages makes any sense at all.
    Could someone please prove a copy of the updated wbengine.exe from Windows 10 Insider Preview Build 17711 at dropbox or OneDrive or some other cloud store and provide a link ?

    I pulled this from Preview Build 17735, and it worked fine for me, Dropbox - wbengine.exe. Just make sure to backup your current version before copying it to the system32 folder, then just reboot your system and it should work.

    Neither creating or restoring a system image will work in an unmodified 32-bit 1803, not even in the latest os build 17134.228. This problem is not present in the 64-bit 1803.

    As has been posted earlier, replacing wbengine.exe with a known working one (typically the one from 32-bit 1709) allows creating system images to work in 32-bit 1803.

    You cannot restore any system image by booting a 32-bit 1803 system to Advanced Startup from the Settings > Recovery page, that will still fail with an RPC error.

    To restore a system image you need to boot the the Advanced Start using the 1709 (or any earlier) 32-bit recovery environment. to do this you can boot from a recovery drive made by any 32-bit machine running 1709 or earlier, or a bootable 32-bit install media usb for any version except 1803. Even a usb for the original 1507, os build 10240 will work.
