    ...As this error occurs when booting from the install media made by the MCT it is almost certainly an inherent fault in the 32-bit version of 1803 as released.

    The new media made by the MCT installs the base build 17134.112. Unfortunately after using this new 1803 media to do a clean install of x86 1803, making a system image still fails with either the 0x800706BA RPC error or 'None of the items included in backup were backed up. (0x80780049)'. I would expect that booting from the media can't restore a system image either (though I didn't bother to test that).
