Previous versions not working as expected with Windows 10
Restore points are correctly configured and working.
Why I can't restore old file (new one has changed) from 'Properties > Previous versions' as expected?
As you can see from ShadowExplorer utility there is an old copy.

Previous versions with Windows 10 should let you recover old file versions when you have restore points feature ON, as written on the tab page: "Previous versions come from File History or from restore points", but it's simply false and misleading.

It depends on the file's location. System Restore doesn't include anything in the "C:\Users" folder.

Personally, I find using File History with the added folder locations you want more reliable.

I'm also sure Previous Versions was working for Documents files up to Windows 7.
From your picture at Restore Previous Versions of Files, Folders, and Drives in Windows 10 Windows 10 Tutorials you show ('Folder' pic) a shadow copy of C:\Users\<name>\Desktop.... I'm confused

I believe my examples from then were previous versions gotten from File History.

To me it looks like 'Previous versions' is simply ignoring user's restore points for shadow copies of modified files with Windows 10 on drive C:, even though MS says it should take them also from restore points. 'Previous versions' works only using File History on C:, or from extra drives with some restore points (D:, E:, F:...).
It worked as expected for C: drive up to Win7 and probably Win 8.x and early Win 10.
Lucky enough there are still 3rd party tools (ShadowExplorer) that let you browse into restore points to recover old version files, but Previous Versions tab is misleading and/or buggy under Win 10 for C: drive
