Can not create Windows 10 restore point
Tried to create a Windows 10 restore point. It failed, claiming a "non transient error," and error 0x800423F4.
Ran scf / scannow and no errors were found.
Put the PC in safe mode with networking and in safe mode without networking and found that there was no way to create restore points in safe mode. In either version of safe mode, the restore point option did not appear in control panel.
Volume Shadow Copy service is already running and in automatic mode.
