Not very fond of GPO, but try this:

disable open file security warning, unknown publisher.

Local Computer Policy / User Configuration / Administrative Templates / Windows Components / Attachment Manager
2.On the right pane, double click Inclusion list for low file types.
3.Click Enable.
4.Include the file types such as .exe;.bat;.reg;.vbs in the Options box.
5.Click OK.

You could try turning off Smart Screen in the Defender Security, but not really recommended. You should not be getting that for every file you download from the Internet, as you stated. That one you posted has an Unknown Publisher, hence the warning.

It is a setting in IE, not sure how to do it via GPO, sorry.

Well....16251 Insider is really old, July 26th 2017. Current is 17017. Even the last Insider before Fall Creators is 16299. Might want to get updated. Not saying that's it, but you're running an outdated OS with possible bugs.
