i also attempted a restore but that froze

Run SFC Command in Windows 10

If System Restore does not work, run SFC/Scannow for corrupt files. You may need to restore at a later date.

Are you using a High Contrast mode?

A rather surprising fix for a similar problem here...

... Was fine before the Fall Creator's Update. sfc found no problem.
    Faulting application name: SecHealthUI.exe...

...High-contrast mode causes Windows Defenders to not work. Switch to a HC mode. Bring up Settings. Update & Security..., Windows Defender, then press the Open Windows Defender Security Center button. An empty window frame appears for a few seconds, then goes away...

I've tried it and High Contrast #1 and #2 seem to cause Defender problems, the others seem to be OK.

I found on testing that the High Contrast Black and High Contrast White themes worked, #1 and #2 didn't. As this appear to be a bug, it may get fixed in a cumulative update and you could switch back to your preferred theme.

    Good Day All

i just adjusted my HC settings and the security center came up properly. so the next question is once i get security center (defender) set up the way i like, can i revert back to my normal setting and defender will still do it's job?

i guess trial and error time (beta testing)
