    Run "Enable WD" as admin and restart. If services report access denied, run it in safe mode.

    didint work in safe mode or regular

    Fixed! the issue was a virus installed driver called "mouybfil.sys" booting to microsoft DART or using a linux distro and manually going to C:\Windows\System32\drivers\ and removing the driver fixed the issue a and the virus is gone

    In all my years of manually removing viruses I haven't seen a driver based virus before. Antiviruses can't detect it ether
