    You might want to try running RKill to stop any malicious processes that may be blocking anti-malware programs.

    Do NOT reboot after running RKill, proceed directly to running MSRT and any scanners you wish to use. Once RKill has been run, R Click on the stand-alone version of MSRT & select "Run as administrator" to see if this will help it to run.

    RKill Download

    As RKill only terminates a program's running process, and does not delete any files, after running it you should not reboot your computer as any malware processes that are configured to start automatically will just be started again. Instead, after running RKill you should immediately scan your computer using some sort of anti-malware or anti-virus program so that the infections can be properly removed.
    If the registry keys are indeed missing & you cannot access a restore point from earlier, you may wish to consider looking at this tutorial. Options also included are Reset & Refresh.

    Hi debgram.
    I've one item named "ItemData" under key
    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\safer\codeidentifiers\0\Paths\{f9e93b39-49d1-4179-9848-a5a2896955ea}

    which containts as value %systemroot%\system32\mrt.exe

    check this out... I wonder if deleting the whole {f9e93b39-49d1-4179-9848-a5a2896955ea} would solve the issue, I'm not sure.
    of course, create a restore point or image backup before proceding.

    uh... I'm sorry about that... The only one thing I just don't understand is that sometimes something goes crazy and decides not to work anymore... -,-

    You could try running an SFC to see if that can fix any issues. Option 3 is the recommended action to try 1st.

    Run SFC Command in Windows 10 Windows 10 Customization Tutorials

    Note   Note
    If SFC could not fix something, then run the command again to see if it may be able to the next time. Sometimes it may take running the sfc /scannow command up to 3 times with Fast Startup turned off and restarting the computer after each time to completely fix everything that it's able to.

    If not, then run the Dism /Online /Cleanup-Image /RestoreHealth command to repair any component store corruption, restart the PC afterwards, and try the sfc /scannow command again.

    I fixed it but don't know if it's a fix for everyone with the same problem. Somehow the permissions where changed, I went in and changed it and now it works.
