Windows Defender Advanced Threat Protection Service - Error 1067

I had Avast! Antivirus installed on this rig from when I built it mid-2016 up until now just a few weeks after the recent 1703 update. I no longer wanted Avast! Antivirus on my system so I uninstalled it (long story ). Upon restarting my computer I figured I'd just turn on Windows Defender and go with that for a bit. I go to Settings > Update & Security > Windows Defender and click "Turn on Windows Defender Antivirus". A Window pops up for a few seconds and closes. Nothing happens. I try it again. Same thing. I figure I'll go into Services and see what the deal is so I scroll down to "Windows Defender Advanced Threat Protection Service" and notice it's on Manual. It should be Automatic so I set it to that and click Start. This is what I get:

Not good. I have a look in all the usual places in the Registry Editor after some Google-Fu. Everything seems to check out and be as it should. Then I notice something different on my laptop than what is showing up on my desktop. When you look at the Windows Defender screen in Settings, none of the values under Version Info show up. It's almost as if Avast! Antivirus decided to completely strip my system on it's way out of Windows Defender. I wouldn't it put it past them, honestly.

So, kind people...What do you think? How the hell am I going to fix this one? Yes, I realize I could just reinstall my OS but to be honest I'd really rather not do that. I've had this rig running FLAWLESSLY since I built it without a single do-over. I sort of pride myself on that fact, however meaningless. Is there any way to just "reinstall" Windows Defender from some hidden secret executable or whatever? Thank you in advance for all your help!

Just one thing to check - Did you use Avast's removal tool to completely remove the program and all entries ?

Avast Uninstall Utility | Download aswClear for Avast Removal

Modern AV suites are very well integrated

Thank you for the suggestion. Yes, I did. I ran the default uninstaller, ran the removal tool and ran CCleaner for good measure. I think the removal was either done too well or Avast! is just too far reaching (see AOL in the late 90's early 2000's for another example).

I'm really stuck here. I even went on Tweaking.com's site and tried their Windows Repair tool. I did all the optional steps and ran the repair twice as directed. No change. I have no idea what left there could be to do. Perhaps someone with Windows 10 Pro x64 v1703 could give me their Windows Defender files to copy and paste? However that would be done, I do not know. All I know is it seems mine are nonexistent.

If that doesn't work you could try a repair install. Repair Install Windows 10 with an In-place Upgrade - Windows 10 Installation Upgrade Tutorials

If I'm going to have to go that route I'd prefer to just format and reinstall. If I can fix this issue I would prefer to do that. It must be possible! Somehow...

Another thing to check....type Services in Cortana box, scroll down to Windows Defender Advanced Threat Protection....is it turned ON.
    Click on it to open.

You might also check the Uninstall with REVO Uninstaller. I just ran the Avastclear and then ran REVO and found a lot of entries that should have been removed. They are now gone and Windows Defender loaded itself without issue. This was done on a Dell Insprion 13 2n1 with W10-1703 fully patched. No evide3nce of the 1067 error.
