I'm not sure if you got the chance to completely read my OP but doing so gives me an Error 1067.

Tried that upon your suggestion. Zero Avast! entries. My issue persists.

Thank you for the suggestion. Where on TechNet is this "Wim ISO"? Normally when I see mention of "wim" I think Windows Image file such as a ".wim" file. They're disk images which are different from ISOs. Is there any way I can get a direct link or at the very least a link to where that information was pulled from? Much appreciated! Thank you. You've been a great help, all of you.

No. I do not log in to a domain and I am not a part of an enterprise network. Windows Defender itself will not run at all and is completely broken. Please read my previous posts for further information. Thank you.

I did. The service you tried to start can't run unless you are on an enterprise network so it hardly surprising it gave an error. The in-place repair install is a simple repair option and I'm surprised you refuse to try it.
