If its a stolen PC,how I was able to used it for 8 months?
Yes, the timing is really strange. Booz Allen Hamilton is a big time company and naturally they have a huge IT department. I'd definitely give them a call and they will know by the serial number whether or not your unit was every actually in their inventory. With them involved you should have no problems getting your money back from the seller. It may be that they sold it, big firms replace their equipment frequently, and the seller pulled a fast one on you but never really wipped it throughly.

Thanks for your reply, but I am unable to do anything after this screen appears. I have tried turning on the laptop after switching off my router, but still same screen appearing.

ALT + F4 - should close it, since it is just Edge browser opened in fullscreen.

CTRL + ALT + DEL - should open task manager.

You could also try ALT + TAB to switch to desktop.

Where did you get Windows, you have used to reinstall?

I once picked up a Rogue piece of JScript using Edge and had to clear it with CCleaning the Temp files but I had to launch edge to get to the "Bad page" Luckily Tampermonkey came out as an extension soon after.

Something is starting to not sound right ? A fresh install would have cleared that. OP isn't Tom from Toronto ?

I agree with Tairiku. It's a full screen browser window hijack/malware
If you really did reinstall Windows, did you delete all partitions first? Where did you get your install media from?
I would suggest a clean install, deleting all partitions and installing to a completely unallocated drive.
