    Welcome to TenForums @elvisthepelvis

I'm not familiar with Norton 360, but apparently...
... as far as I am aware Norton 360 only offers to back up data and does not have an option to process a system image.
    https://community.norton.com/en/foru...m-image-backup

So you may be able to restore your documents and files, but you'll need something else to get your Windows repaired first. If you can get into Windows at all, then an in-place repair install (which can keep your files and installed apps) may do the job ...
Repair Install Windows 10 with an In-place Upgrade

Failing that it looks like a clean install may the only option. Your upgrade gave your PC a digital licence on Microsoft's activation servers, so you can do a clean install of the same edition (Home or Pro) and it will activate automatically without the need for a key.

Before you get too carried away, I would suggest you make a bootable CD, DVD or USB flash drive of Kyhi's Recovery Tools:
Windows 10 Recovery Tools - Bootable Rescue Disk - - Windows 10 Forums

Boot your computer from that and at least it should get you access to your hard drive to make sure you can save and retrieve you data files.

If you are using Norton 360 then the Norton forums might be able to offer more:
    Forums | Norton Community

There is also a link on that page to chat with Norton support.

As you have just discovered - making backups is only one half of the solution. A person also needs to know how and if they can restore those backups before it is needed to. Any backup method needs to have a bootable disk/USB flash drive that can be booted from by itself and restore the backups and this disk or drive needs to be tested before it is needed.

I'm sorry it may be too late here, but I am posting this for others that might be reading.

    Hi.
I'll add my 2-cents in here.

If you can boot to Kyhi's rescue media, (as Navy suggests), you'll find Recuva on there, which you can use to try and recover your missing files and photos (save them to your external drive). If successful, I would then clean install W10, (as Bree suggests), and get Norton 360 back on there to recover the rest.

    Good luck!
