    Right click Start - Command Prompt (Admin) - copy and paste text bellow, enter and restart.

    reg delete "HKLM\Software\Policies\Microsoft\Windows Defender" /f

    Or download "Enable WD.bat" and run it as admin and restart.

    Do you have Enterprise edition? I see on your screenshot this key, at least I think it is it.

    HKLM\SOFTWARE\Microsoft\Windows Advanced Threat Protection

    In that case you can use group policy to check for other settings, it might be blocking it.
