Windows 10 boot/login slow and no start menu and notifications

Hey, when i turn on my computer, and type in my account password, i wait a minute to log in, but i have a ssd, and 3 days ago it took only a few seconds. Also, after i type in my password, i hear Windows 10 error chime every minute or two, until i turn off my pc. And when i click start button, or notification button, nothing appears, and when i right-click taskbar icons or clock, nothing happens. It recently downloaded update, i think about 300-800mb~ and waiting to update them, when i restart, was long. Did malware scans with Antimalwarebytes and Spybot S&D, also CCleaner, found something, i deleted it all, still the same. Used Hirens boot cd to delete malware, did that, deleted malware, still the same. Scanned with Defender, no threats found. I'm begining to suspect the update. Didn't create restore points. Too complicated to reinstall the whole system, i have a lot of software. Also, when i click start button, the chime plays and brief loading circle appears. Windows is updated to last updates. Also, i think my mouse double clicks when i left click, might be the mouse, but double click came with this problem, so might as well include this as a problem. Please help, it's very frustrating. Thanks.

EDIT: Random chime sound is probably notifications, but they don't pop up, so i didn't see them

Open Command as admin and run sfc /scannow to check for corrupted files, you might need to run it 3 times so run it then restart then run again. Also open Folder Options and in the general tab make sure the Double Click to Open an Item is ticked
