    Because I am not a skilled user, I ;
    1- tried Defender and scanning offline [recommended]worked with the laptop but not the desktop -any guess why? I am concerned that it is either on my end or a glitch.
    It just says it is broken now and try again later.
    2- I think simrick was saying not to use a program that broadcasts outgoing. If so, which would you recommend for the medium skilled user to learn? I think Miller's comment about outgoing disturbing and confusing the novice is accurate. This is indeed a puzzle if Defender will not function as it should offline and even then it is broadcasting outgoing.

    Windows Defender and Windows Firewall are two different things.
    You should try GlassWire as suggested on page 1, see what you think. Else, ZoneAlarm, and process through the initial setup notifications.

    If you're having problems with Defender, might want to try running SFC /SCANNOW to make sure your system files are in good shape.

    I don't know why I commingled Windows firewall with Defender but it says something about my skills or lack of them.
    I did run SFC right after Defender would not scan offline and all is OK with SFC. However, the MS forum said there is an issue with Defender's inability to scan offline and asked each member to >hub feedback.
    I have read that many firewalls are having trouble with 1607 and ZA was included. I cannot say I know this for a fact but did see it in a few articles.
    I saw a video of GlassWire and it could be a bit too much for me - not sure.
    I have Norton's Security Suite available as a Comcast customer.
    I remember years ago when it was a resource hog but I think they have improved. I think it would provide a firewall.
    I also had McAfee once. I used the uninstallers for each as they became a liability but that was about 6-7 years ago. I don't know now. Any comments about Norton's Suite Free?

    I wouldn't touch McAfee with a 10-foot pole (just my opinion). Haven't used Norton since it was a resource hog years ago. Just (2 weeks ago) finished cleaning a system filled with malware and PUPs (but no viruses!) that had Norton 360 on it. I'll let you decide. I've had good luck with Kaspersky in the recent past; also Avast, but not the paid version with firewall, so really can't say.

    First of all, take anything from Steve Gibson with a huge grain of salt, plus he has done very little but whine on his podcast for the last 10+ years. He tends to over-hype minor issues that are essentially tradeoffs between security and usability. ie., the only truly secure computer is one that is locked in a room with a faraday cage and no network. However, such a computer is largely useless. You have to take some risks to improve usability, and you have to decide what a good tradeoff is.

    The leak test is theoretical, and to my belief misinterprets the results he sees. I went into this in another post here, you might try searching for it...
