Watchdog Initialisation..cannot boot to advanced options to repair pc

For some strange reason my PC boots up to Watchdog Initialization routine. I left PC on all night and morning to see it will restart..nothing happened...the problem is i cannot get into Advanced Boot up options to repair PC and pressing shift and F8 does nothing..as if i am locked out.

From previous users the issue could be Avg Antivirus driver problem i cannot use their AVG Rescue utility as i cannot see the desktop.

How do i sort this problem out ?

Removed avg but still cannot access advanced boot up options

I have managed to remove avg by removing hard drive from pc and putting in a caddy copied files that i wanted to external hard drive.Re-fitted hard drive back in pc ..rebooted but still cannot access advanced boot up options.i downloaded windows 10 iso file to a disc and copied this to hard drive installed in caddy...now question is if i run windows 10 setup again will it re-install to old hard drive or would it install to new pc ?

Hold down Shift Key + Restart to open Recovery Options.
