Cannot run some Apps in Win 10 - Possible Virus.

    Hi.

    Apps I cannot run:
    Control Panel
    File Explorer
    One Drive

    Apps I can Run:

    Everything Else including:
    Cortana
    All Browsers(Chrome, Edge),
    Task manager
    Settings

Ran Malwarebyte did not get errors.
Did a conversion yesterday from 8.1 to Win10. Ran OK. All Apps were tested successfully.
Unfortunately, I did not backup my system after conversion yesterday.
When I launch, I get the hour glass and arrow but nothing happens.
I cannot download any new Virus scan apps since File Explorer is unresponsive.

Must be a virus on my Laptop.

(Are there any freeware Virus scans I can run from my window)?

    Can anybody give me suggestions?
Would Microsoft allow me to Download Win 10 again?
Note: Before this problems, I did go to a site to watch a free NBA basketball game. It's possible this site may have attributed the virus.

Run an SFC command and see if any corruption is found.

    Hi Sumitdhiman

Ran SFC (Option 3). Didn't find any error.

Do you have any other suggestions?

Should I just Rollback to Win 8.1 and then Reinstall Windows 10.
I just found this link that will perform a windows rollback, but not sure if MS will allow me to reinstall win10 a second time.

You can, but A repair install would be far better.A repair install would keep everything and reinstall windows 10.For better assistance run a scan with Microsoft Safety scanner for any viruses.

It appears MSS does not remain on mywindow to access. Keeps Blinking in/out waiting for Microsoft.com
If it requires an initial Download, Iwill not be able to install this software. I cannot launch my FileExplorer from this Windows 10 malware.

If I cannot download MSS can I try this alternative.

I have a good working computer Dell Latitude64-bit That has Windows 10.
My Bad laptop is a XPS 13 64-bit with the malware.

Question- IfI backed up my Dell Latitude on a external HARD drive, could Irestore it on the XPS 13 using the external drive as input. RunRefresh Windows 10 see link.
    Refresh Windows 10

Iwould do the following steps in order:
1.Doa full image backup of my Dell Latitude to an external disk.
2.Attach the external disk to my XPS 13 laptop.
3.Run the steps “Refresh Windows 10” link stated above.

Iusually run software Reflect tobackup my harddrives. I normally perform a fullImage Backup.Would that be ok?
Doyou suggest another freeware to backup my harddrive.
