Okay. If it says "found files and can't fix" or even "found files and fixed them" please run it again. You want the results "no integrity violations found". Be sure to reboot after each run, and turn off Fast Startup, so you get good, clean boots.
You need to run it at least three times, with reboots in-between, with Fast Startup turned off (see my post above).
If you still get errors, follow the instructions in the tutorial to run the command

Here is what I think happened, I used a program call (Stop Windows 10 Spying),think this took out Windows defender. Going to format and start over and not run that program. Should I be worried about windows spying? Is their certain things I should shut off? Lot of smart people here using Windows 10 so what does everyone do? Thanks for any advice you have on the spying issue.
eeeeeewwwwww....not good. Every issue I have worked on in this forum, where one of those programs has been used, has been nothing but problems, and a reinstall has been the only solution.
Please PLEASE stay away from them.

I also had this problem. I was running bitdefender, and WD would sometimes be on anyways, especially the annoying periodic scan was hard to get rid off, so I turned WD off in group policy.
Then I uninstalled bitdefender (because it seems to prevent the core "system" process from accumulating RAM from the other processes, like it is supposed to -- any insight on that one?). But I couldn't get WD to turn back on, even from group policy. I enabled it, but in reality it doesn't start up.
In the mean time, I am using panda free.
