I suggest you revert to a pen, paper and secure safe.

Have you tested that the Bios password gets cleared?

The BIOS [Basic Input Output System] is a mini Operating System just to get things started, why it's called Basic. The settings are recorded onto the CMOS by the maker and the User settings are all that can be changed unless the maker provides an update and the method to make the change. No other User data is stored in the BIOS, just what the OS needs to know what resources it has to work with when it is installed/starts working But then technology has been changing.

Are there laptops or MOBOs out there where this won't happen? Do enterprise laptops have this feature?
Try this: TOUGHBOOK 55 | Panasonic North America - United States

If it is good enough for the US Military it should handle your needs, I think.

Secure data is not kept on a device like a laptop, nor would it be backed up to a cloud. It would be on a secured removable memory device kept in a safe. The other is that the military would be using a hardened Linux on their device not Windows, along with a removable security card. The CMOS being replaced would not allow access to just a OS on said hard drive.

Out of those links, four are the same two stories. That is also outdated information. As for data on a device, that has now changed to being required that it stay on a removable storage device and that laptops are now required to be encrypted. Government devices are now required to use a CAC to access.

if anyone is near your laptop to achieve such feats then its ditto anyway. I think this level of hardware protection and further in encryption is dumb.

I leave all this stuff open, password on the bios is pointless and encryption on the hardware is pretty pointless. Laptop in public just as pointless. I sit at home to use my computers though so these things are pointless to me.

You live in china though anything to do with computers is pretty pointless with your govt. You have way more problems with protecting your virtual front and back door then you do the physical hardware.

The best thing you can do is to encrypt your data that way no one access it without you allowing.
