Virus and Threat Protection Missing (Windows 11)

The Virus and Threat Protection part of Windows Security is not showing and I have tried various registry edits and commands to try and get this back and nothing has worked. Windows security menu shows this:

When I click "Virus and threat protection" it shows this:

I am the administrator and the sole user of my computer. Here is a screenshot of my Local Group Policy:

    I've ran sfc /scannow. I've also ran the Dism /Online /Cleanup-Image /RestoreHealth commands.

In Registry at "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender Security Center\Virus and threat protection" this folder (Virus and threat protection) did not exist but I made a DWORD32 called "UILockdown" and set it to 0.

Here is the Powershell command "Get-MpComputerStatus" which says antivirus is active?

I don't have any 3rd party antivirus applications installed. I've also a virus scan via some Microsoft scanner (MSERT.exe) and it didn't find any issues. Can anyone help please?

Others with more knowledge will opine, but my experience has been a Win11 Repair/Install is best for Defender issues. Admittedly, I am an impatient type.

May consider a System Restore also.

    See if this helps !
    Run Registry Editor as Administrator
    - Go to Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender\Policy Manager
    - Set value of AllowUserUIAccess to 1

I ran the Windows 11 Installation assistant. It reached 80% fairly quickly but the last 19% took many hours it then got stuck at 99% despite me leaving it on for over 5 hours it never progressed. I then Googled and some say it's best to install it from the $GetCurrent folder. Running it again, it progressed further, went to a blue screen and it was installing Windows over the top of my current installation but once it got to around 80% it's going incredibly slow again. I ended up cancelling it because there is obviously something wrong here.

Made a new DWORD there, didn't have any effect unfortunately. I also tried this Powershell command "Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"} " it gave me a few errors about certain things resources it's trying to modify are currently in use. This command didn't help. Haven't tried a system restore but not sure when this problem happened, could have been like this for months. So how do I actually try to repair Windows 11?

Sorry, wasn't aware of that, just assumed Windows 11 was part of this forum. I use to check this forum a lot a few years ago.

Just ran this 3 times. It says it couldn't repair Windows after about 20 seconds. It's apparently saved a log in E:\Windows.... but I don't have a drive called E: and there is no mention of E: in Computer Management > Disk Management. My Windows is installed on C:

EDIT: E: Is the letter of my External Hard Drive which I keep unplugged 99% of the time. It was not on when I ran the scan.

I just made a new admin account, same issue, same error, and missing virus protection. I also tried to repair and then reset Windows Security using the options in the menu but didn't help. I will try next to install Windows 11 over the top. I have made a WIndows 11 USB stick. What's the best way of going about this? and also if I need to do a CLEAN install of windows from scratch, what's the best way of setting up Windows? using my Microsoft account or a local account? I mean my Windows is activated to my Microsoft account I believe so am I limited to just that?
