Firewall nagging its off when i have other firewall

Hi. How do i turn this one GREEN instead of an red X, on my other windows its green even if its off and i have the same solution there were i use norton instead. It was ok in this windows also before but something happened and now its red X and i cant turn it green.

Thank you. But wait, that's what I have done! I disabled Windows firewall, hence why it tells me to turn it on. What I am asking is to stop it telling me to turn it off and not get me the red X, I want it to be green, I want windows to not see it as a problem and giving me an X. If I change other things not related to firewall you get an X on it to BUT you can choose DISMISS, and it will turn green. But dismiss is not available on firewall notification.
