Did it just suddenly start happeing ? Was it after any update ?
Do a system restore to a time before the issue started.

Wow, that was 2 simple ones

OK then, just do a Repair install. But I don`t understand why the Security Center is not working properly if this is a fresh install.
A Repair install is so simple, it`s just like a clean install, but you`ll come to a screen to save your personal files and apps. Step 14.

gosh i have no interest to wipe and install again no matter you call it reinstall or repairinstall i dont want that, what i want is to fix the settings to that klicking on it will open it instead of doing nothing.

what about some dism install command to reset security or rebuild the windows setting WITHOUT rebuilding the whole OS, it is only one setting that i not working NOT the whole os !!!

You don`t have to wipe anything, and it should fix the issue, and takes less than a half hour.

Are you too busy to fix it at 3:14 AM your time

Did you run a system file check ?

In Admin command prompt type sfc /scannow and hit enter.

Nothing gets wiped. An in-place repair install keeps all your installed apps and user files. After it has completed you'll be hard pressed to see anything different - except that your problems should now be fixed.

...you could also do a repair install of Windows 10 by performing an in-place upgrade without losing anything other than all installed Windows Updates.

You will keep all apps, programs and personal data, just as when you upgrade, as an in-place upgrade repair uses the same basic mechanism as when you upgrade.

Repair Install (aka In-Place Upgrade) did not fix this issue for me. SFC and DISM show no issues. mpam-fe.exe does not update the Defender package.
I am anxious to know when I can upgrade to Build 20175 so I can try another fix, this cmdlet:
    Get-AppxPackage Microsoft.SecHealthUI -AllUsers | Reset-AppxPackage
    OR:
    Get-AppxPackage | Out-GridView -Passthru | Reset-AppXPackage

If the Windows Security app doesn't open, is crashing, or doesn't work properly, you can reset it to try to fix the Windows Security app.

Thanks FreeBooter, but this did not solve the issue. A good thing to know though.

Potentially the issue is that my system does not find the Security Engine, "Engine unavailable" and "Engine Version: 0.0.0.0" persists regardless of the reset.

I also get "Protection definition update failed" with error codes: -2147023083 and -2147023293.

Would Windows Security App Settings "Terminate" be a worthy test or is this too severe?
