    I had avast on there long ago... It is removed now. I only use Windows Defender Firewall/ Windows Security for security

    Because if 3rd party firewall was not uninstalled completely it might keep preventing windows firewall from working, but that's not the case it seems.

    Create a Windows 10 installation media, Boot from it , After the computer boots up and you see the Windows Setup dialog appears, you can press Shift + F10 keys simultaneously, and this will open Command Prompt.

    Use:
    bcdedit /deletevalue {default} safeboot
    If that gives an error, use:
    bcdedit /deletevalue {current} safeboot
