It is targeting government and other entities that they want to shut down. Unless the computer bursts into flames like on Mission Impossible, the drive can be used to reinstall the OS. More scaremongering by a writer that is feeding false fear to people in that article on Tech Republic.
I didn't think the general public had to be overly concerned, even with being asked to still work from home several days a week, which is awful, and I usually go to a local coffee shop to do a few hours of work, too many more pleasurable things to do at home than put effort into the job. Probably good to be aware that it is out there though, and nothing would suprise me with the current occupants of the White House.
