This reminds me of a client I had once. Believed she was being hacked when I had already physically removed any and all network devices from the system. No ethernet or wireless hardware of any kind.
This was the Win 98 days. OH, get this, the lady had wrapped the whole computer in foil. No joke true story.

So I have nothing to worry about as far as the Targus device installing some kind of monitoring device to my Windows 10 or BIOS?
Can it send information back to the Internet?

Now it seems you do for the Targus device. Why is that?
Is it because someone talked to you about that, maybe something you read or maybe you had run into a situation that your laptop had been compromised somehow?

As far as the performance of the Targus device which you seem to be interested in, we can't tell if it suits the specifications for your laptop.
Are you having a difficult time researching the laptop manufacturer and the recommended the matching charger? We can help you on that if you'd like.
