Any installer or .zip file you download from the internet will initially be marked as blocked, having come from another computer. Simply unblock the file after you download it.

Interesting. I don't get that for most downloads.

Does it have anything to do with my (foolishly) using an admin account?

    Which browser do you use?

what do you mean "blocked" - completely? A warning you can by-pass?

Type of user account to access computer - admin level account ?

Edge or are you by any chance using Brave, where it is "normal"?
You can use Free Download Manager or something similar instead.

I have no security at all. I have Edge, Microsoft all the way :). They are blocked BEFORE being downloaded, I have to right-click and choose "keep". That's my workaround. Im the only user and admin. on both my computers.

Since XP SP2, you have to right-click and select "Unblock".
