    I have "network connectivity in standby" disabled in Advanced power management options. If I put my computer to sleep I want it to stay well asleep until I decide to wake it up.

    Mal,

    If, as your comment implies, your computer has S0 Modern standby then it does not Sleep. Run the command
    Code:
    powercfg -a
    to find out.

    Proper Sleep [i.e. S3 Sleep] typically drains a battery at 0.5% to 1% each hour.
    S0 Modern standby typically drains at about 10% an hour. It is an idle condition not a Sleep condition.

    I have S3 standby, but Windows prefers you keep internet connectivity during sleep anyway. I have also unticked "Allow this device to wake the computer" for my network adapter in device manager.

    If your computer is not capable of using S0 Modern standby then there is no uncertainty so run the command

    and, if yours does not support S0, then the matter is settled.

    S0 is a glorified idle condition and one of my computers is cursed with it.

    To put my desktop to 'Sleep', I right click on the start menu, hover over 'Shut down or sign out', then click on 'Sleep'. Whatever form of Sleep is invoked I do not know.

    I see this from the command:

    Hibernate
    Hybrid Sleep

    The following sleep states are not available on this system:
    Standby (S1)
    The system firmware does not support this standby state.

    Standby (S0 Low Power Idle)
    The system firmware does not support this standby state.

    Fast Startup
    This action is disabled in the current system policy.

    Your PowerCfg -a results show that you are not using S0 Modern standby and are using S3 Sleep therefore

    The procedure was not in doubt. Computers with S0 can also use that procedure but its results are different.

    My internet runs 24x7. I turn my computer off at night, and if i am not using it for X period of time during the day it goes to sleep. I don't take any other precautionary steps.

    Doing the exact opposite of whatever it is that Windows prefers has been on my list of main hobbies for 30 years.
