    Why Real Time Protection is disabled and I can't enable it anymore


    Firstly I tried "Reset This PC" feature but this didn't help at all.

    Secondly I reinstalled Windows 10 directly by using the setup.exe of Windows 10.iso that was downloaded by MediaCreationTool20H2.exe but this also didn't help at all.

    Thirdly I reinstalled Windows 10 indirectly by first installing Windows 8.1 and then back Windows 10 but surprisingly this also didn't help at all.

    Why Real Time Protection is disabled and I can't enable it anymore? What keeps it disabled, greyed out and prevents me from enabling and turning it ON?

    Do I need to buy a new PC with Windows 10 to have it enabled?

    Hi, if you clean installed Win 10 (to unallocated space on disk, deleting all existing O/S partitions) then it seems strange indeed that Defender is not running normally.

    covers this issue, but as you will see, some parts of that should not apply given you have performed a clean install.

    Please confirm that you installed and configured nothing and still found this problem.

    dalchina I am VERY GLAD that you replied to me.

    When I reinstalled Windows 10 both directly and indirectly with the setup.exe of Windows 10.iso (downloaded by MediaCreationTool20H2.exe) I did select "Keep Nothing" before I began the reinstallation.

    But this didn't help as I said earlier.

    That doesn't sound like a clean install, which is this:
    Clean Install Windows 10

    A clean install means you boot your PC from e.g. a flash drive created by the media creation tool, delete all existing partitions comprising your O/S then install Win 10 to unallocated space.
    I.e. you do not boot, log in, and run setup.exe.

    I think you did this:
    Repair Install Windows 10 with an In-place Upgrade
    - repair an existing installation.

    As that hasn't helped, I suggest you clean install Win 10 as you were happy to 'keep nothing'.

    Have you ever installed 3rd party AV? There might be leftovers blocking Defender?

    Antivirus Removal Tool - The technician friendly tool to detect and completely remove antivirus software.

    Download this and run it as admin, it will restart PC afterwards.

    If you booted your PC and logged in and then ran setup.exe you are NOT performing a clean install. I have already explaines that.

    I have quoted the relevant tutorial for you - please follow that.

    Use the MS media creation tool to create a bootable flash drive.

    Shut down your PC and boot it from the flash drive not the internal disk.

    I executed the batch file as administrator but this didn't solve the problem at all.

    Gonna give bootable flash drive​ a try. Thanks!

    EDIT:

    This feature requires a USB flash drive, but I don't have any USB flash drive.

    How can I clean install windows 10 without any USB flash drive at all?

    Another EDIT:

    Antivirus Removal Tool doesn't help me at all because I have already removed all antivirus programs without this tool.

    I expected that this tool will at least fix the registry that the antivirus programs damaged, but it doesn't seem that this tool can do that at all.
