    Did you by any chance use Group Policy settings to disable the notifications for blocked downloads / apps
    If you have that is the reason that it now appears on the screen in your image that the setting is managed by your administrator. You can set GP for app blocking enabled, but then on options set notifications disabled and if you do that, then you end up with the messages you have now.

    Presuming of course that you are signed in with an account with admin rights

can someone explain to me why when you download through explorer edge why the downloads go to a folder, I would prefer to download and just drop on the desktop instead of in a folder in a different location
