DId you run CMD as admin? The search should show 2 results. Or right click on the CMD icon to see it.

I'm sorry. I must be trying your patience by now. I simply typed CMD. I've checked back on my entry and found one typo. When entered correctly, the reply is:

'C:WINDOWS32' is not recognized as an internal or external command, operable [program or batch file.

Download "Catroot2.bat", right click on it and run as admin.

I'm not getting the option to Run as Admin so I ran it anyway to see what happened. Here is the result:

Are you running under a limited/standard account?

You can try a workaround, install a free AV, that replaces certificates.
Like AVG, Avast, Kaspersky. At least for testing to see, if it does anything.

I'll try anything! I've read that if I delete the contents of catroot2 and then reboot the PC, Windows will regenerate the contents. Can I have your opinion please?

You do not even need to reboot, once Cryptographic Service is started, Windows should do it ASAP.
Certificates are updated on a daily basis, but since yours are not, they might not redownload at all.

I'm sorry but I have no idea what 'standard' and limited' mean in regards to accounts. I'm just a bog standard home user and admin on this PC nif that helps.

I tried all three AV. Kaspersky put up their own version of the privacy warning and locked me out. Both AVG and AVAST must be owned jointly as the install/uninstall worked identically as did the fact that they both displayed the standard privacy notice that I am used to seeing.

I tried again to reset catroot2 following the above but this time from Windows Powershell (Admin) and got this:

Finally I found an app on TheWindowsClub.com that ran what I imagine was the .bat file that you posted. The result was that Catroot2 had been reset but nothing has changed here.

I'm sure that you will be pleased to hear that I have to give it a rest for today. Thank you so much for all your help and I'm sorry to take up so much of your time. If you are in Serbia, that happens to be one of the places at the top of my bucket list of places to visit once out of lockdown. When I do, I hope we can catch up and the beers are on me.

I'm going to sleep on this overnight and work out the best window to throw this PC through.

    Thanks again.
