How to disable anti-virus is turned off notification in win10 ver 1909

I have windows 10 home and its updated to version 1909, and everytime I reboot my pc I see a notification I have previously shut off about my anti-virus being in sleep mode/turned off, how can I disable this notification? I am asking here because i've tried various other solutions and none of them seem to work so far for 1909.
Thanks for any and all help.

Would you care to say to which AV program you are referring, and why you've apparently disabled it? Thanks!

Trivial attempts to disable Defender will not succeed, as it is protected from attack. Tutorials refer.

Every time you reboot your computer or start it, The computer Enables the Anti-Virus to start with Windows. So, if you disable the AV and restart your computer, it will be re-enable the AV on restart. You can set your AV to Not start with Windows, but that leaves you vulnerable to attack.

Yeah I have avast disabled/in sleep mode. I don't have it running 24/7 as I do not need to. I'm pretty careful what I do and where I go online, so I'd rather not have the thing scanning everything I open and slowing crap down. Its just everytime I reboot/start windows a security notification complains avast is turned off. what I wanna disable is that notification as I do not need it to tell me this everytime I turn the pc on, as I know its disabled as I did it myself. I used to have it turned off, but in 1909 its back again and I can't figure out how to shut it up.

You do not need Avast or any 3rd party Anti-Virus product. Windows Security (Defender) works just as well. It is a part of Windows and it is updated automatically with Windows Update, and it's free. It's foot print is small and does not give you false positives like other 3rd party apps. We strongly suggest uninstalling Avast.
Turning off AV products leaves you vulnerable to attack, not on what you click on but just hackers scanning for a vulnerable machines. What's the point of having an AV product if you're not going to use it?
