The Smart Firewall part of Norton Internet Security (Comcast) is turned off and the Settings window for the firewall is all greyed out. I can't even move the scroll bar.
I uninstalled and reinstalled NIS. At first, the firewall was active, but then it became inactive again. Norton Support is no help. Any suggestions, short of nuking my Windows install?

Most AV/firewall companies these days, have set up their products to work WITH Windows Defender firewall.
I use Bitdefender Internet Security 2020, and it works along side the Windows Defender firewall.
Bitdefender's AV overrides Windows Defender AV.
In your case, you will pretty much have to contact Norton and/or Comcast and find out if what you see happening is normal.
Most folks today (using Windows 10), just use Windows Defender and for a 2nd opinion, use Malwarebytes.
