    I cannot enable/start Windows Firewall

I'm having a problem starting/enabling Windows Defender Firewall. It gives me error when I try to "User recommended settings". I couldn't change any settings on my Windows Firewall.

    Here is the error:
    I cannot enable/start Windows Firewall-1.png

I already tried scanning for malwares using Windows Defender, Avira, Malwarebyte's anti-malware, root-kits, and adwcleaner.

My windows current version is Windows 10 2004 (19041.508)

So here's the TL;DR of this thread:
    1. Download the ISO:
    >>A. METHOD 1 (Throught MCT)
    >>>>A.1 Download Microsoft Creation Tool from this website.
    >>>>A.2 Run it as Admin
    >>>>A.3 Select "Create Installation media"
    >>>>A.4 Then, select ISO file and save it anywhere you want that you could access it easily.

    >>B. METHOD 2 (Direct Download)
    >>>>B.1 Go this website.
    >>>>B.2 Open developer tools (F12 for chromium-based browsers)
    >>>>B.3 Click the "Three dots" between the settings and close icon of developer tools.
    >>>>B.4 Select "More Tools" and then under that, select "Network Conditions"
    >>>>B.5 Now, under "User agent", uncheck the "Select Automatically" and select "Safari - Mac"
    >>>>B.6 Now refresh the page using CTRL+F5
    >>>>B.7 Now you can download the Edition you want, and save it to where you want.

    2. Mount it and Run as admin "Setup.exe"
    3. Just next/accept/agree the succeeding options until you reach Install.
    4. Just wait for it and you're done!

Thanks to @Ghot for his time and effort just to help me solve this.
Also thanks to @FreeBooter for lending his hand too.

    • Open the Command Prompt as administrator, and type this command: netsh advfirewall reset.
    • Once pressing Enter, all the firewall settings are now reset to their default values.

IF you have another firewall running, it may be controlling both itself and Windows Defender Firewall.
Bitdefender Internet Security, for example, does that.

I can't even click on: "Turn Windows Defender Firewall On or Off".

But all is working as it should. A lot of the 3rd party firewalls, work WITH Windows Defender Firewall.

I don't any AV or VPN installed that controls my firewall. My only AV is Windows Defender, nothing more.

You mentioned Avira in the 1st post. I don't know which version (free/paid) you have, but some of the versions DO have a firewall.

In the taskbar search box type: Windows Security

On my system, both the AV and the Firewall are controlled by Bitdefender, even though Windows Defender is up and running.

Yours is different than mine. I don't have anything like that. Error shows when I try to click "Use recommended settings":

Oh yah I have that but I just installed it earlier just to scan if I have malwares. After scanning, I disabled all of its protection.
Also even Avira couldn't enable their own firewall:

Well, and easy solution is UPGRADE Windows to v2004. It will fix any AV/Firewall problems you have, and it will leave your programs and data... intact.
Plus... I'm pretty sure your Windows version is no longer supported. (Way past it's end of life).

Go here and get the Media Creation Tool and save it to your desktop.
    https://www.microsoft.com/en-us/soft...load/windows10

RUN the Media Creation Tool and choose: create Windows 10 ISO image... save IT to your desktop.
Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will look like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Upgrade option and tell it to save your programs and data, when it asks.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.

The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.
