virus and threat protection issue

[1] Is this a clean install?
[2] Did you turn it off previously?
[3] Did you do any WU's prior to this happening?

yes am using fx6300 r9 280 ,, and latest windows pro build 2004 .. updated to latest.. yes i did turn off previously.. with reg settings shown from your link,, and i did reapply everything ,, its just it turns on task bar shows windowds defender on whenver i start pc or restart.. for 2 mins then goes red,,

when i click windows defender security window all are green ticked except " virus & threat protection " in red x...



Also i want to inform you am logged in as local and not as admin .. does it have to be admin logged on for defender to work ?

Also i did another sfcscan coz windows defender update were not downloading had error ... please check cbs log file attached above

I would suggest Inplace repair upgrade

Repair Install Windows 10 with an In-place Upgrade

But scan with AdwCleaner and Malwarebytes first. If unable to start try Rkill

I have the same issue but I'm on the Dev Channel release, 20201.
DISM, SFC, AdwCleaner and Malwarebyte done.

How do I do a repair on that?
