I really don't know when it would be a good time for you to try the update again sorry. Just to be clear my issue is on an insider preview build not this one and just trying a few things out
. By the way thanks for the heads up because I would never have thought on checking the Defender task scheduler if not for your post.
ok this is still so odd because I had never had this sort of issue before whenever I went an old windows update to a new one because that what used to they always do all 4 gets reset to that date last ran this task has not ran then 2 or 3 days later after verification scan runs they follow and i'm ok even restart they should do it idol 30 mins or so I don't know why this is happening on 2004 all of a sudden even restart basically i'm very scared to go back into 2004 right now at this point and time not sure when best time to go back over there

I assuming this is some sort of bug on some folks machines going into 2004 and some aren't eh

As long as the Windows Defender Scheduled Scan runs you would be safe and protected. If the other 3 don't run I don't see that as a big deal.

What is Windows Defender cache maintenance?
Cache Maintenance - It is the storage for temporary files that are being either quarantined by Windows Defender or being checked. Running this will clear the Cache. Clean Up - This clears up files that are not needed anymore by Windows Defender.May 9, 2017
Can't find anything in what what Windows Defender Cleanup is but one guess is that it cleans up temp files after a scan.

Can't find a definition of Windows Defender Verification either.

that's the thing they didn't run the 4th one did last thurs right after I went into it that tues night and every day until I decided to go back 1909 this past tues

which I can tell you that all 4 run even if I restart computer leave idol 30 mins or an hour so again odd don't 2004 and I had try staying thurs Friday that weekend and up to tues even tested restart sat and mon nothing

why heck windows verification scans 2 or 3 days when go into 2004 but yet 3 other don't run afterwards and they used to always run every single windows update by system tasks its so confusing

plus I don't know if this is just a bug within 2004 update will fixed sometime next month, the month after or what since some folks are experiencing this issue and some aren't

No one knows when it will be fixed or even if it's being worked on. Did you submit a Feedback on this problem?

Works fine for me. All four last ran 6/25 at 11:49AM.

I wouldn't either in your case. You are on 1909 and all is working well so I'd stay there until MS says they have released a fix for the problem.
You should submit a Feedbak for the problem though.
