Windows Defender (as the name suggests) defends your computer from attacks like malware and viruses.

Windows Update is another component which... yup, you've guessed it, installs updates.

Turning off Defender doesn't affect how updates are installed.

If Defender is disabled via a third party a/v WU will not update Defender definitions; this is normal behavior.

I think everyone might find this Microsoft Tool designed for Windows 10 useful. This is a Show / Hide Update Tool if you have used the Hide update in Windows 8.1 you will like this.

I've had the same problem and solved it by uninstalling Norton Security. Then installing the defender definitions update that had been failing. After that I reinstalled Norton Security.
UPDATE: Issue isn't fixed so I suspect that its caused by a conflict between Windows Defender and Norton Security.
See: "Defender Running?/Not Running? and KB2267602 update failure" for more info.
