    Thank you, that's more reassuring now as I figured the number of special affected cases eventually would reach that threshold where it gets noticed by the tech media.

    A Fix? Enable Network Scanning

    Windows Defender Fix For Windows 10: Enable Network Scanning

    To enable network scanning, simply open a PowerShell (Admin) window and enter the following command:

    Set-MpPreference –DisableScanningNetworkFiles 0

    That was a relief to find! @Special thanks there.

    It would be nice to know the WHY? of Microsoft's statement of course. Why it doesn't recommend network scans. My guess is on larger network shares it might prove impractical for reasonable scan times.

    And while I don't mind applying this quick Registry fix, I'd rather not have to add it to my growing list of things to change back after the next Feature update when these things tend to reset. However in the scheme of things these days and now understanding that it's not a bug limiting Defenders core effectiveness, other than turning off a network check, I won't waste any more of my energy worrying about it.

    @Farvatten -- Just got updated to platform version 4.18.2003.8 via Windows Update. Defender scan ran and there was no notification of any item(s) being skipped. I did not run the PowerShell command so, for at least now, it appears maybe Microsoft actually fixed the problem?????

    Just adding to your post: Update KB4052623: Microsoft fixes Defender Scan Skip Bug | Born's Tech and Windows World
    Microsoft has released the update KB4052623 for the Windows Defender anti-malware platform for Windows 10 on March 24, 2020. This update also fixes the irritating message that files were skipped during a scan.


    What is the Defender scanning problem?
    Since several weeks some Windows 10 users have been experiencing a strange effect when scanning their systems using Windows Defender. Although the scan is successful, at the end of the process the virus scanner reports skipped items during the scan. The following message is then displayed.

    Windows Defender skipped an item due to exclusions or network protection settings.
