History of the three systems with NO ICON:
ASRW10 – OS started life as a free Windows Insider in Jan. 2015 and was taken out of the insider program when 10 was initially released in 2015. Currently running v1909.
Kodlix was purchased in Jan. 2019 with (I think) v1803 installed.
W10H-PC-VHD is a VM running on Hyper-V. The first checkpoint is May 2018, so probably 1709 or 1803.
(All three probably ran v1803 at one time)

ASUS – Started life as W7 Pro and was converted to W10 when W10 was initially released in 2015. Currently running v1909.
W10IP-VHD is a virtual system running on Hyper-V. The earliest checkpoint is 10/2/18, [date edited] so probably v1809. It is currently on v2004.
W10PD Home is a clone (new license) of the OS in a Dell all-n-one which was probably purchased in 2016 or 2017. It is running on Hyper-V, and currently on v1903.
(So two systems probably ran v1803 at one time, one is a maybe).

@Bree – Just to add more confusion, I checked two seldom used laptops and 3 Windows to Go systems.
HP Lap – purchased June 2018, with v1803? installed, upgraded to 1909. Icon is displayed.
Dell Lap – purchased March 2017 with v1609? Installed, upgraded to v1909. Icon is displayed.

I think that whether the icon is installed properly is more random than your supposition. I don’t see any pattern. Anyway, they are all fixed now, thanks to your registry patch.
