a problem with a security alert popping up

I just turn on my Dell laptop Inspiron 15-3541 OS Win 10 Home 32 bit. I am on my backup laptop and backup ISP. The primary ISP is down. The Dell laptop has no internet connection but I keep getting this "Security Alert" window on the Dell. See the Dropbox link Dropbox - security.jpg - Simplify your life I don't know what this Security Alert thing is and it just started popping up this morning when I turned on the Dell laptop. I don't want to connect the Dell to the internet until I figure out what this Security Alert thing is. I even went as far as screen captured the Security Alert window on the Dell with the camera in my cell phone. I didn't want to take a chance of infecting the HP laptop by moving the screen capture file via a USB flash drive. Can someone please help me. The Dell laptop is my primary computer. The HP laptop I only use to read instruction files, look at game maps and so on.

Nope the Dell is completly booted up to the desktop, everything is working. The security alert says "the identity of this web site or the integrity of this connection can not be verified" and it talks about a security certificate. It asks if I want to proceed. I say no. The alert goes away, then comes back in a few minutes. Again the Dell laptop has no internet connection at this time. I have to manuly connect it to my cell phone wi-fi hotspot.

The image you posted in post 1 is from an Asus device, its BIOS, not HP and not Dell.

What is an "Asus device"? This security alert is on the Dell laptop desktop. I am typing on the HP laptop right now. I can't get the image any clearer then that. I would have to do a direct screen capture, put the image on a USB flash drive and put the flash drive in the HP laptop. I am not moving any files from the Dell to the HP until I am shure that the Dell isn't infected. I don't need 2 infected laptops.

Much better. Might be an idea to check posted image when someone says it is wrong.

That is not an infection. It is telling you the certificate of the site you are connecting too has expired or the site may not be who they say they are.

You said your primary ISP is down. Is it still down, might be doing some sort of redirect

The primary ISP will be down until I can put more money on the bill on Feb 3rd. I can connect the Dell to the wi-fi hotspot in my cell phone, my alt ISP. That alert popped up this morning after the Dell booted up. I didn't know what it was. So I was playing it safe. My bad on the link.

Shouldn't have any issue connecting to hotspot.

How is HP connecting to net? Do you have cellular card or is it just connecting to a different wifi?
