    That would be Settings -> Privacy - Feedback and Diagnostics

    Also disable services:

    Connected User Experiences and Telemetry
    dmwappushsvc

    via Start > Run then type services.msc and set those two to startup type disabled.

    Run this at your own risk:

    What browser(s) are you using? It's possible that the Twitter issue is a browser addon or plugin or adware.

    Warnings thrown up

    Important: After scan do not just close the program as it may attempt repairs. Inspect findings and uncheck items that you are unsure about.

    yea that last post probably has all what i was looking for , debotnet do quite acknowledge the issue i am discussing , so funny , yes windows collect enormous amount of data with no way to stop it but those poor scripts generated by debotnet .

    about zhpcleaner seems the tool isn't reputable enough , the official site error on download and the mirror file is without a signature making all my anti viruses suspicious . so seems the author stated being careless .

    The big name antivirus providers detect it as safe. However if used incorrectly it can screw things up which is why it is important to understand how to use it. If you don't want to run it - fine. It's your call.

    If you do decide to run it it's probably best to run a scan then uncheck all found items and "validate" just to get an idea of what if found without making any changes.

    So I decided to just write this post to acknowledge one thing , after blocking all these cute ms apps that try to access the internet the minute i breath nothing really crashed or bugged in windows and now my internet is faster and so is launching applications , thanks to all who participated in thread and i couldn't rep due to limiting reps by one time per i donno what :)
