Encrypt USB drive to use in Windows 10 Home

I have two pcs' that I use frequently, 1st is my main desktop with Windows 10 Home and local account and the 2nd is my laptop which I use less frequent with Windows 10 Pro with local account too, non of my pcs' have a Microsoft Account to sign in.
My question is if I encrypt my USB pen drives, which have my passwords manager installed, can I still unencrypt the pen drives when they are plugged in to a pc with Windows 10 with local account?
Will appreciate any help on encrypting the pen drives for use as described above.

What password manager is installed to this USB drive? A decent password manager would already have the database of logins/passwords etc. encrypted (assuming the database is also stored locally on the USB drive).....thus there would not be a need to encrypt the USB drives again.

The password manager is Keepass and yes the database is already encrypted but I also have other sensitive files on the pen drive. Now that the pen drive has been encrypted hopefully all its contents is secure should I lose it.

I used UFDs encrypted with BitLocker for some time, until I encountered problems with them [in Windows 10 1803 and 1809]. The problem was that the system froze when I try to unblock the UFD.

So I abandoned this method and began using virtual disks VHDX encrypted with BitLocker. I haven´t found problems with them, and there is the additional advantage that I can encrypt only part of the UFD.
