I guess you could use OneNote.
Mum's notebook is in her desk drawer which is under the keyboard!

Mm, cheap and reliable materials, but you can't upload paper notes to the cloud easily- burning them in an open fire really isn't the same thing, and backups could be a bit time consuming. Encryption is feasible, of course...
Roboform is free if you don't want to automatically sync across multiple machines and use on phones and tablets.
Since I'm not keen on storing my passwords etc on someone else's server, I don't need the sync function. I keep my various windows machines in sync manually by restoring the Roboform data on the other machines from one PC on my home network - or even via a usb memkey.
As an alternate backup I use a spreadsheet in an encrypted virtual drive using VeraCrypt
Indeed as you say, Roboform Desktop (where passcards are stored locally) is free:
Pricing: version 7 vs. version 8 – RoboForm
Includes comparison chart.
https://bitwarden.com - is free, supports all OS, devices, 2FA. I decided to use the extension just for autofill, but I moved almost all passwords there. I only use Keepass for core passwords.
I wonder if the price for Lastpass was caused because they were bought by LogMeIn, I use that service for more than 5 years and I paid only once at that time for premium (12$/year) until they made free to use for android devices aswell.
Also I'm curious, why do you need premium service while the free one is still excellent? What option Lastpass offer you need to pay for?
