I just discovered Sandbox started working for me by uninstalling KB4497165: Intel microcode updates.

Try uninstalling KB4497165 if you have it. This appears to be a bug.
I have KB4497165 in my programs and features in control panel but I cannot uninstall it.
My sandbox error is: 0xc0370106 The Virtual Machine or container exited unexpectedly.

I was getting the 'Sandbox failed to start / Internet Connection Sharing' error. Here is how I fixed it.

    Windows + X
    Network Connections
    Sharing Options
Turn on network discovery (for me this was under Domain)

Same issue, but not the same error.

Internet Connection Sharing was set to manual and running. Open services app, click on stop and start.
    Sandbox works for me now.
I keep having issues trying to start Sandbox. I find this works for me. Even if ICS is already running - just stop and restart it (as an admin).

Update: restarting ICS as admin did not work for me today. I was running sandbox yesterday fine. It was still working this morning for a few hours. Then suddenly the sandbox reported it has no internet.

On my main Windows install (outside of sandbox), the ICS service inexplicably has changed to "Disabled". Very odd. I started the service, killed sandbox and relaunched sandbox.

Still no network. The network troubleshooter (in sandbox) claims it's because the Diagnostic Policy Service is not running. Trying to start it gives the result "The Diagnostic Service service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs." Also very odd.

I'm certain a reboot will get it working again. But this is ridiculous, having to reboot every couple days to use sandbox?
