So a booby-trapped webpage could run the mht file without even downloading it?
If that is the case then I am very surprised that neither of those articles mentioned it.

It's a file type you can easily create for yourself. In IE you have always been able to use 'File > Save as' and choose the 'Web Archive, single file (*.mht)' file type. I still have some archived pages I made back in XP days.
Before the redesign of Firefox there was an add-on that could open .mht files. That, along with a number of other old add-ons, cannot be used in the current Firefox.
