Windows defender -- virus threat protection -- won't restart

How does one fix this problem? Windows security virus and threat protection says it needs to be restarted. However, when an attempt is made to restart it, it reports, "Unexpected error. Sorry we ran into a problem. Please try again." Trying again and again gets the same error.

I do not get this error on four other PCs running Win 10 64 pro.

    Thank you in advance.

try shutting down your computer completely (not sleep or hibernation) and restart.
If it comes back run elevated command prompt band type in sfc /scannow it may take a while

Thank you for your suggestion. I shutoff PC for several hours, and then restarted it. I ran sfc /scannow,but it did not fix the problem.

Elevated command prompt type DISM /Online /Cleanup-Image /CheckHealth.
this doesn't make changes it just reports any problem.

    DISM /Online /Cleanup-Image /RestoreHealth
this can take 20 minutes or more and will make changes if corruption is found.

Thank you for your suggestion. I had tried it more than several times in the past. However, it never solved the problem. tried it again. Again, it did not fix the problem. John

Have you backed up your data recently?
I always hate to suggest this : you can try to find a restore point before this started or you could try a reset or refresh
    on it.
What does the event viewer say after the crash , about it?

Sorry for the delay in replying. I hold all job titles in my LLC, and sometimes my duties as CIO have to take a back seat when I have 3 Win 10 systems along with my ancient DELL laptop that runs on Ubuntu 19.10 that are running perfectly. The problem child is a Lenovo Think Centre PC that runs one of the instruments in my lab (has Arduino software). Last night I did a Repair Install of Windows 10 with an In-place Upgrade using the tutorial Repair Install Windows 10 with an In-place Upgrade | Tutorials . Overnight the upgrade finished and PC was ready for me to login. Everything worked except I could not turn on virus & threat protection. However, the other problem, could not run Device Manager, was fixed so I set a restore point and then made a Restore USB. I went to use gpedit.msc to manually turn off virus & threat protection, and gpedit.msc nor does Device Manager. Are the problems related? How do I fix both problems? Thank you, John
